New set of commands to manage sound database from discord chat.

ONLY FOR ADMIN :
!add_sound { mp3 attachment } add the attachment to the database !del_sound [mp3 name] delete an sound from the database
FOR @everyone
!save_sound [mp3 name] send you in private the mp3 file from the
database
This update will replace current support for OneDrive. Currently we use a Onedrive share link to link your requests to add files to the database, this wasn't as effective as we thought.
That why in a few weeks, you will be using simple chat commands instead of a share link OneDrive ! Reallllly simple to use
This method is actually tested with our Jukebox bot, and it's works pretty well.
